The wireless customer you are calling is not available verizon

I tried calling a Verizon customer, it didn't ring at all and went straight to this message:

"welcome to Verizon Wireless, the wireless customer you called is not available at this time. Please try your call again later, announcement 1 switch 144-1"

But when texting the same number, it appears as if the text went through.

What does this mean? And most importantly, did this person receive my text?

Their call forwarding to voicemail is messed up. They got the text, though.

No you can't text a 1-800 number.

Customer service is closed I guess.
